In from the blowing wind, in comes a newcomer, one with a proposal.

Hello everyone, I am acecipher (Or Dark Ace Cipher, or DAC, or some variation thereof). And I come here with one idea, for a game. One, where the players will not be limited by the bonds of things like 'physics' or 'conventional weaponry'. One, where flying is not an option. One, Where no mere street crime will constitute the adventure, but the players will deal with threats facing planes of existence.

I speak... of a TSAB Enforcer RPG.


Now, with pregnant expectation, I shall lay out the rules for this game. We will be using the Mutants and Masterminds 3rd Edition Rules (If you do not have access to a copy, talk to me), at Power Level 10 (giving you 150 Power Points).

When creating your character, you must come up with a personality, character concept, and all that jazz, but also think of a magical support device (Read: WEAPON) that you will allow you to focus and expand your powers. Then, once the fluff is all out of the way, you look through the rulebook, and put as many points as you want in your base attributes, skills, advantages and defenses as you want. You will somehow contact me, and tell me what you want for your magical spells (Some are required; the others are rather simple to make up, and you probably won't ask for anything too powerful, and if you do I will smack you metaphorically). The following powers (along with a description of what they do) is right here:

-Flight rank 2 (Yes. You MUST fly. And you MUST make it at least as fast as a moderate-speed car[Flight 2 is 30mph, and increasing it ranks doubles the speed, up to flight 10 where you break the sound barrier. Sorry, no going beyond that).
-Communication (Mental--Magical) (This is neccessary for secure communication. Complaining about this is stupid. You might want to get it up a few ranks, to communicate over longer distances.)
-Force Field 4 (This is your awesome magi-armor/awesomesauce battle clothes. Without this you die).
-Blast (This is your giant Magical Lazer. Reference this. No, yours cannot be that destructive.)
-Strike (This is where you go up and hit them with your sword.)
-Senses (Awareness, Magical-- This lets you detect Magic around you, and is only one point, and is otherwise universal. You have no reason not to take this.)

-Beginner's Luck
-Minions (sorry, you don't get your own personal army)
-Sidekick (EXCEPTION: You may have a Familiar)
-Languages (Sorry, everyone speaks Common :P)

Banned Powers:
-BURROWING!!!!!! (SERIOUSLY, IT SUCKS BALLS HARD. YOU WILL NOT TAKE BURROWING.)
-Comprehend (Because there is no language barrier because I said so, making this pointless.)
-Elongation (Of limbs. Not that.)
-Energy Aura (No damage fields for you.)
-Energy Absorbtion (Because you aren't Lucario).
-Extra Limbs (No.)
-Flight (Not the entire power, just the Continuous, Gliding, Levitation, Platform and Wings modifiers).
-Growth (You aren't Alice, you do not take the blue pill.)
-Immunity (This one gets a bit too powerful.)
-Insubstantial (You are not a ghost.)
-Luck Control (Because NO.)
-Mental Blast (Mind Rape makes everything too easy in my games.)
-Mind Control (Because its kinda, ummm, illegal and unethical and wrong?)
-Mind Reading (Once again, makes everything too easy.)
-Mimic (You can still change form; this is being Ditto. YOU ARE NOT A POKEMON.)
-Movement (Only the modifiers (Permeate, Slithering, Time Travel, and Wall Crawling. You can still move across dimensions to your heart's content.)
-Senses (Only for Pre-and post-cognition, and the Effects others Modifier.)
-Shrinking (You aren't Alice, you do not take the red pill.)

All of your powers will be Magical. Because you are all Mages. This goes without saying.

Also, you do not need to buy any equipment, all of it is provided for free already. Do not even suggest buying a space battleship. You already have a free headquarters on the ABS Arkbird, which is an Awesome Headquarters (No, really) at Toughness 35 with a Combat SImulator, Communications Array, Computer, Concealed (In the middle of Time-space), Defense Systems, Dimensional Portal, Fire Prevention System, Garage, Gym, Hangar, Holding Cells, Infirmary, Isolated, Lab, access to a Library, Living Space, Personnel, Power System, Security System, and Workshop.

And one more requirement: Minimum awesomeness level. Defined in the picture below.

Well s##t.

This rule book is freaking huge. I can feel myself slowly dying by looking at it. I am actually thinking about doing some school work instead because it would involve less reading.

Do I have to read the whole thing or are there some key pages I should look for?

Narrative:

Hailing from the planet Selv, Arvin is the eldest scion of a respectable merchant father and a doting mother which is a rare thing in a politically volatile society. He takes after his father in terms of his introversion as well as his sense of responsibility. Originally slated to be an engineer, his life has been uprooted at the age of 17 with the onset of the so-called "Independence Revolution" propagated by various anti-TSAB radical elements who viewed the TSAB's growing participation in Selv's political and economic growth as trouble; citing that the TSAB is not offering aid to Selv without strings attached.

The above mentioned extremists took nearly all of Arvin's family in custody, himself included. The extremists accused his father of fraternizing with the TSAB because the merchant had traded with the local TSAB garrison, particularly supplies. By chance however, he managed to escape from his captors which lead to him finding a small TSAB patrol. Explaining his plight to the mages, the small patrol decided to bring him back to one of their outposts whilst they go after the rebels. He refused, however, and upon of insistence managed to convince them to let him come along as a guide.

One thing led to another and Arvin found himself with the group facing a mass grave where his family as well as other people that the rebels suspected to be helping the TSAB were buried.

With nothing left to lose, Arvin decided to join the TSAB because it seemed like a better alternative than being orphaned or being abandoned on the streets. He received his early training within the garrison and while he was not extraordinary the officers noticed his determination, born of grief and his sense of duty, was quite formidable as well as his skill with rifles.

After passing his training a year later, he participated in a few operations around his home county, culminating in a decisive attack which severely hampered extremist activities in the area. Two years after this theater, he decided to join the TSAB Expeditionary Forces. The TSAB EF is one of the premiere frontline units of the TSAB, known for being one of the first response units in troubled areas.

Three years after joining the TSAB EF, Arvin is a young but grizzled veteran of many conflicts. Keeping his cool at all times, Arvin provides swift, lethal and accurate fire with his device: Talim. Although he is a loner at heart, that does not mean that he cannot operate in a team. The trials he experienced formed his way of fighting, which is the use of fast precision shots in order to disable and neutralize as well as using quick, efficient, hand to hand moves taught to him by his unit, the 6th Marine Brigade. He is best when fighting from a distance but he can take care of himself well enough to survive most close quarter encounters.

Hearing about the new recruitment for specialists, Arvin decided to give it a chance; citing that he could use the experience as well as the training that this elite unit offers...

Complications:
Introvert: When outside of combat, Arvin prefers to be alone or with just a few close friends. Especially when stressed.
Stickler: Arvin sometimes, if not often, does not give enough credit to himself. He tries to seek for a flaw in what he does so he can train it more.
Frustration: The more frustration Arvin experiences, the more clouded his judgement gets. He has great control over his frustration however.
Ruthless: Arvin's methods of combat are efficient, if not brutal. More idealistic or honorable fighters might see him in a bad way but his actions do not extend, however, to morally questionable acts.

Also, to clarify in the thread what has been clarified in chat: Please do not read the whole rulebook (unless you want to). Look over the first three chapters in quite a bit of detail (you may skip the last few pages of chapter 1 where they deal with example characters). Also look over the table of advantages on Pp. 80-81. Finally, it may be good to look over the various actions that you can do in combat, and the way damage works (which is covered in chapter 8, starting on Pp. 180). Also, unless you're totally new to RPing in general, you can just skip the intro chapter.

-attends Starfall Ground/Air force training academy and is currently a private second class in the Air force section of the school. Faye is a mellow girl who easily gets along with everyone to makes friends. Vivio Takamachi being her roommate the two are close to each other acting like sisters. Since they are both away from home. She is very loyal to the Church as they had helped her village after an accident caused by her summoning magic. Faye is a serious studier picking up concepts that normally take new recruits days to figure out. She is also insightful and will not hesitate to point out the flaws to her team leader’s plan when they do group training simulations. She follows the Church code of honor of not killing needlessly, and to do good where it’s needed. She was currently picked by the academy to carry out an important mission for the Church. Which had some mysterious connection to her roommate Vivio-chan. Thus she accepts the offer wanting to clear a rumor about Vivio being an enemy. In a certain part of dimensional space near the heart of the old Belkan empire. Though she is to act according to the order of her superiors for this mission. Faye loyalty lies with the church, and she will not carry out an order that goes against the church’s wills. She has very excellent mana control. Being able to use her mana to it up most potential. She has a loyal Familiar Dryad, and a multitude of summons with Sylph and Undine being her strongest ones. However, the accident where she had summon Undine. Almost destroyed all the people in her village, and leaving her home in ruins. This has left Faye with a phobia of Undine as she will not even follow an direct order from her superior to summon her strongest card. Only when there’s no other way, and her allies are far away from her will she even consider summoning Undine as it is a spirit that she can’t control at all. Once summon Undine will go on a rampage destroying everything in sight until all it mana is spent fighting. Faye comes from the admin world 17 Terracelestial. A planet that is home to a unique variety of summoning, and been part of the Bureau for years. They only just recently started sending their mage to Mid to train to join the Bureau.

-Doing Good: Follows the say of the Saint church to do go where it is need. Resulting in do the right thing even if it could hinder a mission. (example saving innocent bystanders even if it could slow a mission down.)

-Patriotism: As a follow of Saint church Faye holds their principles above the ones of TSAB. Thus her loyalty to the church comes first before loyalty to the TSA.

Background
The wind Fae are helpful fairies that live in a forests of Terracelestial . They are know to be caring spiritual creatures. Enjoying helping humans and living in harmony with nature. A tribe of Wind fairy generally have ten to fifteen members in it. All who are under a single chieftain Sylphs who serve under the wind king ruler of their element. They are said to live all over Terracelestial and are tied to the spirit world. The wind fairy are usually in spirit form, but can take physical form to interact with the human world. When a wind fairy tribe’s chieftain makes a contract with a human the whole wind fairy tribe. Along with the chieftain himself becomes loyal subjects of the summoner they’re contacted with. The chieftain and the Wind Fairies under his or her command. Forget all detail information about their spirit king. As a precaution to make sure that humans cannot call upon him. Faye was seven years old when she made a contract with Sylph. Thus her and her tribe of thirteen fairies are loyal subject of Faye. The wind fairies although childlike love Faye very much treating Faye as a second mother next to Sylph. They are very loyal and will try their best to help Faye in anything that she does. Faye herself treat Sylph and the wind fairies like a second family, and appreciates any help that they offer with a smile on her face. It is said that when a elemental being falls in battle. Their physical form dissipates thus their life force and spirit return to the elemental plane. Awaiting to be called on once more after a day and half worth of rest.

Giant, black armor plated boar with serrated tusks. Eyes also turn black.

Arms:
Always wears a suit of Gothic plate armor. It's black with gold trimming. And a lot of big spikes and hooks. A lot. If you bumped into her in a hallway, you would probably need to be hospitalized. The armor is always cold and light seems to dim around it. (Mary claims this is why she can't read well, it's too dark to see)

Idea of casual clothing is a white apron over the armor and a wide brimmed straw sun-hat. The apron has a pocket on it in the shape of a giant pastel pink heart and the hat has long white ribbons.

Always carries a sallet (helmet) with her; it's either attached to the side of her hips or she's holding it close to her the same way you'd expect a child to hold a teddy bear. You can clearly hear whispering coming from it, no matter how noisy it is.

A kanabo is strapped to her back. (You know those big studded clubs that oni use? That, but with spikes and hooks in addition to the studs) There is a little pink and green strap on the handle that looks like it should belong on a high-school girl's cellphone. Yes, it has hearts on it.

Method of attack:
(Helmet off)
Attacks using magical energy blasts shot out of her hands. Theoretically could use the kanabo but is usually too much of a coward to use it.

(Helmet on)
Massive increase in combat ability and competence. Will rush towards enemies irregardless of any danger. Approaches with magic blasts and uses the kanabo when she gets within range. If disarmed, will attack with bare hands. Can transform into a giant boar.

(Without helmet)
Aggressively attacks anyone and anything. Only time Mary will use the kanabo without her helmet on. Enters a horrifying berserker rage until she recovers her helmet.

(Iron Boar form)
Stampedes into everyone and everything. Giant size means it loses the ability to fly so it either fires beams out of it's mouth or it binds targets to bring them closer.

Attacks:
Energy blast: Your standard magical projectile. (Blast power)
Strike: Melee attack with the kanabo (strike power)
Wall of Iron: Protection spell, creates a barrier around her (protection power)
Flesh of Iron: Protection spell engraved into the armor, always in affect (force field power)
Iron Jaws: Binding spell that also drags the victim towards her. While in the bind, flight magic is weakened. (snare power)
Glory of Iron: Transforms into pig form (Alternate form power)
Iron Roar (only in pig form):Giant magical laser beam, fires in a continuous stream (blast power)

Background:

Not much is known about Mary, although then again there's not much to know about. Raised in a brothel, worked room M-3, sold her soul to a demon to escape.

In exchange for her soul, she was given a means of freedom: the demonic armor of the late demon-pig known as the Iron Boar, a warlord who terrorized and slaughtered mankind many years ago. The armor gives her his powers and the helmet transforms her into demon-pig when she wears it, allowing him to fight as he did centuries ago.

Mary is very happy with her new life working as a servant for her master and her one biggest fear is having to go back to the brothel. She is extremely protective of the armor she wears as she views it as her salvation. She's socially inept and actually quite useless when's she isn't possessed by the Iron Boar but she tries so hard to please her master it's almost painful to watch. Seriously, she's almost incapable of doing anything right but she tries to hard it makes you want to cry. (...with laughter maybe)

Mary has no actual powers or abilities of her own, all of it belongs to the Iron Boar and his cursed armor. She is absolutely obsessed with making her master happy, lest he take the armor away from her and leave her helpless.

Perhaps it's because of the constant contact with him but Mary is the only one who gets along with the Iron Boar. Even her master doesn't and he was the Iron Boar's boss when he was still alive.

Joining the TSAB for unknown reasons. She literally doesn't know why she's here, she was just ordered to come by her master.

Well... its nice to know that you're trying at least, but there are quite a few problems.

[Spoiler]
A) where are your defenses? Those are kinda vital.
B) sorry to not have mentioned it before, but the max attribute cap is 7, which is the limit of human potential. You can boost these with magic, but it would be a power to do so (enhanced attribute, I think). Good news: enhanced attribute is a 2 pt. Power, so all you need to do is set your super-high attributes to 7, and get enhanced attribut up to that power. Bad news: max rank for non-attack abilities is 10, so your stamina will have to be one point less. (Also fyi: having stamina 17 is kinda... bad. It would mean your max dodge or parry bonus would be -1 (ie you get hit more often than a regularr person). If anything, save yourself 6 points and get your force field up to 10. And have a stamina of 7. You'd then have a toughness bonus of 17, which is...still too high actally. At least your dodge could be 3, which makes you still stupidly easy to hit? Yeah... see below)
C) the max power on your skills is 10 for ones that aren't attacks, and (atk bonus) + (atk rank) = 20 for those that are. I'll have to reread alt. Form when I get home, but I think you have to change those :P
D) those 'skills'... they're attributes. Skills are in Ch. 3. You need Expertise (soldier).[/spoiler]

So, with that said, TO EVERYONE:

-Max attribute rank is 7. You may get 10 ranks of enhanced power to boost this up to a potential 17.
-defenses are important!! They cost one point each to give you a +1 bonus to the stat. You have five, eacch of which begin at ascore determined by the base stat:
>dodge (agility, I think.)-your defencce against ranged attaks
>parry (fighting)-your defence against melee
>toughness (stamina) -you resist damage with this. You cannot directly put points into this.
>fortitude (stamina)- you resist sickness with this.
>will(awareness)-this prevents mind-rape.

Furthermore, your defences are limited thusly:
Dodge + toughness is max 20
Parry + toughness is max 20
Fort + will is max 20.

-also, your powers are limited by your attack bonus: the sum of the attack bonus and the power rank can't be mpre than 20. If the power doesn't require an attack, its max rank is 10.

...You did AMAZING. There are just two things wrong here, and maybe your point count (which I will check shortly):

1) Your toughness was left blank; it is currently 3. With your barrier jacket on, It will rise to 7. ALso see my post below.

2) This is totally my failt. It is mandatory that you have Expertise (Mage) with at least one rank. This will be used in place of any skill in terms of magic, or identifying magic, etc.

3) Just checked; you only spent 133 points. This means you have 16 more to spend (One must be spent on the expertise (Mage) stuff; also since you seem to be a soldier, you must aslo take at least one rank in Expertise (Soldier), equalling one Power Point). Feel free to use these as you see fit.

EDIT: 4) Your Close combat is one too high; put it in something else. Also you can either keep your skills at their current level and have 4 more power points, or increase them as follows (to be updated shortly):

Perception: 4 (4 base attribute) == +8 bonus
CC: 9 (6 base attribute) == +13 bonus
Ranged: 4 (4 base attribute) == +8 bonus

EDIT 2: Once again, i would like to say, you have done this character excellently. Its just great. Now make him a little bit tougher with toughness, give him some other stuff, and everything will be good. I am looking forward very much to this character. :D

Ok, More updates for EVERYONE!

1) You all must put one rank in Expertise (Mage). If you want to be from the military, you must take one rank in Expertise (Soldier). If you want to be an Enforcer, you must take a rank in Expertise (Enforcer) and have a reasonable ammount of ranks in Investigate or I will shank you.

2) Force Field (Your Barrier Jacket) does not add to your toughness when you are calculating your max bonuses. It is an activated power and will use up your magical power. You may get this up to ten. Also, you may get Protection (with the extra that requires it to be activated) to be Round Shield; activating it is a move action. For all the minmaxers out there, this gives you a potential toughness of 27. If you do that now I will kill you with a cow from space.

3) also because you guys seem to have some difficulty with it, for your defenses: When you buy up your attribute to X, you get ranks in any associated defense up to X FOR FREE. Same goes with skills.

Just so I can fully understand; skills gain additional points equal to the associated attribute, and the same goes for defenses?

Yes. I included your attributes in your defenses when calculating how many points you had spent. You really don't need to raise them all that much, except for toughness (because that is really, really important to have high), so if you want to improve those it will cost you one point.

And once again, I must say that you did an outstanding job with your character. There may not be much special about the build, but it dishes out damage very nicely.

To everyone: So far you all fly slow as balls, for flight. Flight 2 is 30mph. Increasing it by one rank doubles your flight speed (ie flight 3 is 60 mph, etc.). When testing this out, one of my players decided to go to flight 7, which is 250mph. I should point out that he could have spent 6 more points to BREAK THE SOUND BARRIER. So yeah. Just a suggestion.

One tiny mistake that I should have mentioned: Expertise is based off of your inteligence stat. Also the two are separate skills, so they should be listed separately. Nevertheless, APPROVED! Since I am roaring to go, we could start RPing with this character as soon as I get back this afternoon, if you want.
